I retired from the Associate Deputy Minister position on September 30, 2018 and started up my Mediation practice on October 1st, returning to the role for which I have a true passion. |
This included mediating negotiations, grievances and joint training in labour-management committees, negotiations and relationship building. I've been a labour relations practitioner for over 30 years representing Unions, Management and as a neutral. I'm looking forward to working with the labour-management community in finding creative solutions to their complicated challenges.
On July 21, 2014, Reg Pearson was appointed as the Associate Deputy Minister, Bargaining and Compensation, for Treasury Board Secretariat in Ontario. Responsibilities include Corporate Human Resources Policy and Planning, Labour Relations Secretariat and the Employee Relations Division. In short, this Treasury Board Secretariat position oversees the government’s role as the employer and is the advisor for its direction and support for Broader Public Sector compensation and bargaining.
Starting in September 2016 the responsibilities changed. The Corporate Human Resources Policy and Planning Branch was moved to the Centre for Leadership & Learning at Treasury Board Secretariat and the Bargaining and Compensation Division will now be known as the Centre for Public Sector Labour Relations and Compensation.

Employment Highlights
- Prior to being appointed to this position in July 2014, I held the position of Assistant Deputy Minister, Labour Relations Solutions, at the Ontario Ministry of Labour. Since 1998 I was the lead mediator for the ministry. I have directly assisted in resolving major disputes in virtually every sector of the province. This includes municipalities, school boards, universities, colleges, construction, manufacturing, gaming and the public service. This role has also provided me the opportunity to be the lead facilitator in a number of joint training programs, relationship building and joint problem solving programs in the public and private sectors.
- From 1998 to 2018, I served on the Board of Directors of the Ontario Construction Secretariat, a tripartite organization representing industrial, commercial and institutional contractors and unions along with government.
- In 2000 I led the consultation on a policy initiative with the residential construction sector in the Greater Toronto Area to develop a new approach to their collective bargaining. This required the attendance of people who had never been in the same room together and the relationships were very poor. The end result was an unprecedented change to the Labour Relations Act that limited the right to strike to 46 days before moving to mandatory arbitration.
- In 2009 I was approached to become a member of the Adjunct Faculty at Ryerson University to teach a course on Public Sector Union Management Relations in their Public Policy and Administration Master’s degree program. I have taught the course every year since and plan to teach it again this year.
- I have also been involved in a number of external activities.
- I served as a member of the Executive Board of the Association of Labour Relations Agencies (U.S. and Canada) and was President in 2005.
- The federal government asked me to represent Canada in 2005 at a tri-partite meeting in Geneva, hosted by the International Labour Organisation, on Employment, Social Dialogue, Rights at Work and Industrial Relations in Transport Equipment Manufacturing.
- I was also selected to be part of a Canadian delegation making a presentation to members of the National Assembly of Vietnam in April 2010 on the Ontario experience in labour relations.
- Beginning in 1984 I served on the Board of Governors of Loyalist College of Applied Arts and Technology and held the position of Chair in 1988.
- As a graduate of Ontario Colleges of Applied Technology I have received four nominations for the Premier’s Award for contributions to my community and the province.
- In 2011, I received the Amethyst Award from the Secretary of Cabinet for my contribution to public service.
